FOCIL and EIP-8141: A Synergy for Inclusion and Censorship Resistance
Buterin explained on social platform X that FOCIL and EIP-8141 are designed to work together to transform how transactions are guaranteed entry into the Ethereum blockchain, even under adversarial conditions. In the current proposal:
- EIP-8141 elevates smart accounts — including multisignature wallets, quantum-resistant keys, gas-sponsored transactions and other advanced account types — to “first-class citizens” on Ethereum, allowing them to submit transactions directly on-chain without additional wrapping or intermediaries.
- FOCIL complements this by introducing a censorship-resistant inclusion mechanism in which up to 17 participants per timeslot are randomly selected to include transactions in blocks, reducing reliance on a single block proposer and mitigating block producer control over transaction ordering. This ensures many valid transactions — including smart-account and privacy protocol messages — can reach the chain within one to two slots, even in hostile scenarios.
Under the combined design, Ethereum’s transaction pipeline gains both speed and inclusion guarantees that are resilient to discrimination by centralized intermediaries. This is especially meaningful for privacy-enhancing protocols, which historically require complex relayer or broadcast mechanisms to reach the chain; with FOCIL and EIP-8141, such overhead may no longer be necessary.

The FOCIL mechanism aims to dilute the power of single block builders or proposers — entities that currently have substantial influence over transaction selection — by empowering multiple independently selected participants to include transactions. Buterin emphasized that even if a malicious actor controls all proposer slots through a proposer-builder separation (PBS) mechanism, the FOCIL network could still ensure rapid inclusion of transactions submitted by smart wallets or privacy tools.
